When the bank froze it on its own

No police notice, no investigating officer. A different route, through the bank and the RBI.

Not every restriction comes from the police. Banks also act on their own fraud-monitoring systems, on KYC gaps, and on internal “mule account” flags. If there is no NCRP acknowledgement number and no police station behind your block, this is what happened.

Why this is a separate route

The grievance mechanism in the MHA SOP works by sending your grievance to an investigating officer. Where no officer ordered anything, there is nobody at the other end to decide. Sending SOP letters here wastes weeks.

What to do instead

  1. Complete any pending KYC or re-KYC at the branch and keep the receipt.
  2. Ask the branch in writing for the exact reason for the restriction and who inside the bank authorised it. Keep a stamped copy.
  3. If the branch does not resolve it, write to the bank's Nodal Grievance Officer and get a complaint reference number.
  4. If there is no reply, or you are not satisfied, and 30 days have passed, file a complaint on the RBI Complaint Management System at cms.rbi.org.in.

A rule that is coming, but is not law yet

On 11 September 2026 the Reserve Bank published draft amendment directions proposing a standard procedure for banks placing temporary debit holds on suspected money-mule transactions and accounts. The draft proposes that a hold end within 60 days unless law enforcement or another competent authority directs otherwise, and that account-level holds be a last resort used only in exceptional circumstances. Comments closed on 2 October 2026 and the proposed commencement date is 1 April 2027.

Until final directions are issued, this is a draft. Do not quote it to a bank as a binding rule. Check the RBI website for the final version before relying on it.
